FPS fluctuations, which comes randomly and issue stays through out the call

One in 6-7 calls, we see FPS fluctuations in video stream, which results in interrupted video and audio streaming.
Usually FPS comes in range of 24-25.5, which is good and stays the same through out the call
one in 6-7 calls, At start itself, we are seeing fps fluctuating between 9-18 FPS. This again stays through out the call. This results in, The stream is suffering from intermittent Jitter, causing choppy playback and results in loss of complete conversation play.
